Many small tank owners believe that API 653 does not apply to their
tanks and this is very unfortunate since using this standard to
inspect their tanks may lead to longer “usable tank life”. Many
API 653 Certified Tank Inspectors have been using 653 to inspect
small tanks and have saved their customers hundreds of dollars.
API-653, Scope, 1.1.3
“…storage tank owner/operators, based on consideration
of specific construction and operating details, may apply this standard
to any steel tank constructed in accordance with a tank specification.”
The opportunity to use this inspection standard often eliminates
costly inspections of smaller tanks and allows the inspectors to
use other options such as but not limited to the use of other inspection
techniques not permitted in other more rigid tank inspection standards.
Also, using this standard in tandem with other standards is permitted
by the USEPA SPCC. This could include a “Hybrid Inspection”
for the inspection of tanks that may require inspection but have
little in common with the tanks as described within current nationally
recognized inspection standards.
